  • Q. What is IBCC?
  • IBCC stands for Inter Board Committee of Chairmen, established in 1972. Its main functions are:
  • o Equivalence of Local/Foreign Qualification upto HSSC level
  • o Attestation & Verification of certificates (Asnaads)/diplomas of Secondary and Higher Secondary/Intermediate level awarded by Educational Boards of Pakistan.

  • IBCC was established with a view to exchange information among member Boards, coordinate activities of the Boards, achieve fair measure of uniformity of academic, evaluation and curricular standards and to promote curricular and co-curricular activities on Inter Board basis. It provides a forum for discussion and consultation for the chief executives of the Boards and provincial Curriculum Bureaus on matters relating to development and promotion of Intermediate and Secondary Education and also Technical Education by making suitable recommendations to the Government. Besides, coordination of educational activities like curriculum, testing and evaluation, examinations, educational planning and administration are also considered by this forum.

  • Q. What are the main functions of IBCC?
  • Besides others, two important functions of IBCC are as under:
    o IBCC decides and grants equivalence to foreign qualifications with corresponding Pakistani Certificates at the Secondary School Certificate (SSC) (Matriculation), Higher Secondary School Certificate (HSSC) (Intermediate levels) and technical education as well as local certificates / diplomas with the comparable certificates awarded by the Boards. IBCC also converts foreign grades into Pakistani marks at SSC/HSSC level.
    o IBCC also attest and verify certificates,Asnaads and diplomas, issued by the Boards of Intermediate and Secondary Education, Boards of Technical Education & Deeni Madaris in Pakistan, for those candidates who want to go abroad, further/higher education and/or for employment purposes

  • Q. How do I get an equivalence certificate?
  • The equivalence certificate can be obtained by submitting the equivalence application form alongwith prescribed documents at IBCC Secretariat Islamabad and its regional offices at Karachi, Lahore, Peshawar, Quetta & Bahawalpur. The equivalence application form can also be downloaded from IBCC website and submitted alongwith the prescribed documents by sending through courier service.

  • Q. What are the required documents for equivalence?
  • Documents required for equivalence are as under:
    i. Original & attested photocopy (back to back) of each Certificate/Diploma obtained from abroad along with English translation from National University of Modern Languages, Islamabad or from the concerned Embassy.
    ii. Documentary evidence of studies abroad. Original passport and attested photocopies, duly endorsed with visas of country concerned, in case of students from abroad.
    iii. Proof of registration for the Certificate/Diploma.
    iv. Attested copy of N.I.C. or Form 'B' of applicant/parent or tenderer.
    v. Printed / Photocopy of the syllabus from the official record of the institution conferring the Certificate (English version only).
    vi. Attested copy of earlier SSC equivalence certificate issued by IBCC/Copy of documents.
    vii. Original Provisional Certificate/Copy of letter with marks already issued by IBCC, if any.
    viii. In case of foreign national, nomination letter from EAD concerned embassy and admission letter from University/College must be provided.
    ix. Certificates/Diplomas with plastic quoting are not acceptable for issuance of SSC/HSSC Equivalence Certificate. If the certificates of O/A level are plastic quoted, provide statement of result (s) (in original) or verified copies from the British Council.

  • Q. What are the requirements for duplicate equivalence certificates?
  • The requirements for duplicate equivalence certificate are as under:
    a. Application for issuance of duplicate equivalence certificate
    b. All Original documents for which equivalence is required.
    c. Photocopy of previous equivalence certificate
    d. Double fee
    e. Advertisement in a newspaper for loss of equivalence certificate
    f. An affidavit, duly attested by 1st class Magistrate on stamp paper of Rs.50/-

  • Q. What is the Procedure for submission of application for foreign, local equivalence?
  • EQUIVALENCE PROCEDURE FOR FOREIGN QUALIFICATION.
    i. Fill up Equivalence application form available at all offices of IBCC and also downloadable from http://www.ibcc.edu.pk
    ii. Original certificates along with Copy of Certificate for which equivalence is required (other than English Version, its translation from concerned University/Embassy or NUML)
    iii. Copy of Year-wise Transcript or Diploma Supplement or Graduation Statement/Record of study indicating date of admission and completion of degree (other than English Version, its translation from concerned University/Embassy or NUML)
    iv. Copy of passport indicating visa, entry and exit in respective country for study duration only
    v. Copy of CNIC
    vi. Equivalence fee Rs. 2000/- (non-refundable) for each degree/diploma in designated NBP Bank branches or bank draft or pay order in favor of the Secretary IBCC, Islamabad.
    vii. As per policy it is mandatory for the applicants to provide verification on genuineness of their diploma/certificate from concerned organizations, for detail please visit IBCC web-site.
    EQUIVALENCE PROCEDURE FOR LOCAL QUALIFICATION:
    i. Fill up Equivalence application form available at all offices of IBCC and also downloadable from http://www.ibcc.edu.pk
    ii. Original and photocopy of each diploma/certificate. (9 to 12) along with CNIC and application processing fee as bank draft.
    iii. Photocopy of year-wise transcripts/DMCs/Result Cards indicating date of admission and date of completion along with duration of each semester/term.
    iv. Proof of registration from concerned professional body (in case of professional certificate/diploma).
    v. Equivalence fee non-refundable for each certificate/diploma.
    vi. All the above mentioned documents in original need to be presented for getting endorsement "Seen original and verified" from IBCC Head Office or any IBCC Regional Centers at the time of submission of application.

  • Q. What is O level and A level?
  • The General Certificate of Education (GCE) Ordinary Level, also called the O-level, is a subject-based academic qualification of UK. An O-level qualification is still awarded by Cambridge International Examinations at selected locations. The GCE Advanced Level, or A Level, is a main school leaving qualification in UK

  • Q. What is GCE "O" level/GCSE equivalent in Pakistan?
  • GCE 'O' Level/GCSE is considered equivalent to Secondary School Certificate (SSC) subject to meeting the requirement of Scheme of Studies. Eight subjects including Compulsory subjects of English, Mathematics, Urdu, Islamiyat, Pakistan Studies and three electives are required if appeared from Pakistan.

  • Q. How many subjects are compulsory for GCE 'O' levels/GCSEs in Pakistan?
  • If you are studying O levels in Pakistan, then you need a total of eight subjects including: English, Urdu, Islamiyat, Pakistan Studies, and Mathematics as compulsory subjects. The remaining three subjects are elective.

  • Q. Does IBCC accept 'F' and/or 'G' Grade(s) of IGCSE for Equivalence of Qualification?
  • IBCC does not accept 'F' and/or 'G' Grade(s) of IGCSE from 2010 onward for Equivalence of Qualification.

  • Q. I am not a foreign/dual national. Do I need to Pass three subjects namely 'Urdu', 'Pakistan Studies' and 'Islamiyat', if i did complete my GCSE/IGSCE and Advance Subsidiary from abroad and Advance Level from Pakistan.
  • In the above scenario, yes the applicant/student will pass three compulsory subjects namely 'Urdu', 'Pakistan Studies' and 'Islamiyat' of IGSCE/GCSE/GCE'O' level.

  • Q. I did my GCSE/GCE'O' Level in all eight required subjects from Pakistan. I want to imporve some of my GCSE/GCE'O' Level subject. What is the improvement policy?
  • According to the 11th IPEM Conference Decision held on January 22, 2007, that the students intending to improve their grades or marks will be allowed to appear in maximum two subjects instead of one subject with-in two year of passing relevant examination, unless reappeared in Full examination.

  • Q. Some of the important information regarding British Qualification (IGCSE/GCSE/GCE "O" and "A" Level):
  • i. The statement of result of 'O' and 'A' levels is valid upto maximum six months only. After Six months, original certificate is required and an application without the orignal 'O' level / 'A' level certificate will not be entertained.
    ii. If a candidate passes 'O' level from abroad and appears for 'A' level from Pakistan or vice versa, he/she has to pass Urdu, Islamiyat and Pakistan Studies at 'O' level for obtaining Equivalence Certificate.
    iii. Copy of the Equivalence Certificate of 'O' level issued by IBCC and original of 'O' and 'A' level certificates must be provided for obtaining Equivalence Certificate of 'A' level.
    The candidate must have passed seven required subjects before June 2006 & eight required subjects from June 2006 & onward GCE O-Level, if he appears from Pakistan (including five compulsory subjects 'English, Mathematics, Urdu, Islamiyat/ethics for non-Muslims & Pakistan Studies' ) and five subjects, if he appears from abroad (including two compulsory subjects of English and Mathematics).

  • Q. What are the requirements for equivalence of High School Diploma issued by US accredited schools?
  • Following documents/ credentials are required by IBCC for processing and grant of Equivalence Certificate i.e. SSC & HSSC (relevant Group):-
    i. Original High School Diploma (returnable).
    Non-returnable documents:
    ii. Grades 9 thru 12 original Official consolidated (4-years) Transcript duly sealed, signed and embossed by the issuing authority (recognized Accredited US Institution) and enclosed in an envelope to be opened by an officer or official of IBCC. Grade-9, 10, 11 and 12 Subjects with its credits should be recorded separately.
    Note: If a candidate has passed Grades 9 thru 12 educational qualification through more than one institution then he/she will have to provide original official transcripts of each institute separately along with copy of accreditation of the institution concerned. The final transcript must indicate 'transferred credits and subjects' of prior learning/previous education qualification obtained from other institutions/country in order to complete the Graduation Requirements of school from where he/she has obtained High School Diploma. Moreover, the total obtained credits must be equal to or more than required credits for Graduation of the concerned school for grant HSSC (Relevant Group) of Pakistan. Otherwise case of the student for equivalence will be considered incomplete. In case of Prior Learning Education passed from BISE in Pakistan then you will have to provide original SSC and HSSC issued by BISE. The original SSC and HSSC must be verified by concerned BISE. Non-verified certificates of BISE will not be accepted for Equivalence.
    iii. Grade 9,10 & 11 Passed in internal (school based) examination other than Canadian/US system of Education from Pakistan/abroad and transferred in US system of education will not be considered for equivalence. iv. Date of entrance and discharge of the candidate in concerned institution(s).
    v. Attested copy of Certificate of Accreditation of the concerned School with any one approved/recognized Accrediting Association of USA OR Concerned US State Department of Education, USA.
    vi. Graduation Requirements (total earned credits by the student and total required credits for Graduation High School Diploma).
    vii. School Profile (i.e. High School Program Planning Guide/Course Description Guide etc.)
    viii. Original Advance placement Grade Report duly issued by AP College Board, USA, sealed/enclosed in an envelope to be opened by an officer or official of IBCC in case of AP Courses passed by you.
    ix. Explanation of abbreviation of the subjects and codes which are used in the student's transcript.
    x. In case of early graduation, please provide proof from concerned institution/issuing authority.
    xi. Attested Copy of Passport with valid visa portion, Stay proof during the study abroad, attested copy of CNIC of Pakistan and attested copy of Foreign Nationality.
    xii. Four photo copies of each educational document must be attached herewith.
    xiii. In case of USA, three Science separate subjects i.e. Physics , Chemistry and Biology with complete one year credits as separate subject for Pre-Medical Group and Physics, Chemistry and Mathematics with complete one year credits as separate subject for Pre-Engineering Group must be passed at High School level (Grades 9 thru 12) for issuance Equivalence Certificate.
    xiv. In case of Canada, Science (Physics, Chemistry & Biology) and Mathematics at both Grades 9 & 10 and three science separate subjects i.e. Physics, Chemistry and Biology/ Mathematics must be passed at both Grades 11 and as well Grade 12 (each year) for issuance of Equivalence Certificate of Pre-Medical/Pre-Engineering Group respectively.
    xv. Prepaid return envelope of best courier service (e.g. FedEx, DHL, and TCS) should be attached herewith for sending back the original documents to the applicant.
    xvi. As per policy of IBCC, educational documents of the student will be referred to concerned authority for verification/ clarification of the documents furnished to IBCC. Proper Equivalence Certificate will be issued after receipt of verification reply from concerned authority/institution.
    xvii. The students of US Institutions (AES/LPS) operating in Pakistan will have to fulfill IBCC Equivalence Criteria for US Schools (AES/LPS) operating in Pakistan for grant of Equivalence Certificate.
    xviii. As per rules of IBCC, education qualification obtained through 'Distance Learning Education System'/ 'Online System of Education'/ 'Home Study' cannot be considered for Equivalence of Qualification (107ECM-20).
    xix. IBCC Criteria for American Schools (LPS/AES) operating in Pakistan must be fulfilled by the school/candidate for grant of equivalence of qualification.
    xx. As per resolution of Equivalence Committee (EC) of IBCC, Diplomas/Certificates could be considered for equivalence of only qualification of those US Institutions/schools which are fully accredited by any recognized Accrediting Association of USA or any State Department of Education, USA. (127ECM-17). The education qualification obtained through Institutions which are not accredited by any recognized Accrediting Association of USA or State Department of Education, USA cannot be considered for Equivalence of Qualification.
    xxi. RULES FOR TRANSFERRED COURSES: According to rules of EC/IBCC that student will have to fulfill/complete the duration of the course/credits according to the concerned country's system of education e.g. minimum one year duration and credit for one science subject in US curriculum/Scheme of Studies (SOS) and four years duration & credits for each science subject in Pakistani, Canadian and British Education System etc. are required. Particularly Pakistani SSC (Science) courses transferred into US System of education may not be considered for conversion of marks & Equivalence of HSSC (relevant group). (115ECM-27).
    xxii. Number of Required subjects for Canadian Qualification: marks will be calculated on the basis of 10 academic required subjects (five from Grade-9 and other five from Grade-10) for equivalence of SSC and as well as 10 academic required subjects (five from Grade-11 and other five from Grade-12) for equivalence of HSSC.
    Number of Required subjects for US Qualification: marks will be calculated on the basis of 5 academic required subjects (five from Grades 9 and 10) for Equivalence of SSC and as well as 5 academic required subjects (five from Grades 11 and 12) for Equivalence of HSSC.

  • Q. What is meant by Intermediate with ACCA's Foundation Diploma?
  • ACCA's Foundation Diploma is recognised on the national education framework in Pakistan as a pathway to earn Intermediate equivalent qualification. Students are required to complete ACCA's Foundation Diploma and three additional exams from any Board of Technical Education of Pakistan. Through this pathway students shall be awarded: Foundation Diploma from ACCA Intermediate Equivalence Certificate (Commerce Group) from IBCC.

  • Q. What is the equivalence of MYP and IB Diploma?

  • Middle Years Programme (MYP)
    International Baccalaureate Middle years Program (MYP) (with minimum five academic subjects including English) from external examining body Geneva, Switzerland is equivalent to SSC (relevant group) of Pakistan.
    i) Pakistani Based Examinations: Eight subjects including English, Urdu, Islamiyat, Pakistan studies, Mathematics and three electives.
    ii) Overseas Based Examinations: Five subjects including English, Mathematics and three electives.
    iii) To qualify for Science Group it is necessary to pass Physics, Chemistry and Biology/Computer Science.
    International Baccalaureate Diploma (IB)
    International Baccalaureate Diploma with minimum five required subjects from external Examining body Geneva, Switzerland is equivalent to HSSC (relevant group) of Pakistan.
    (i) Pre-Medical Group: Five subjects (including English, physics, Chemistry and Biology and one overall best academic Subject) with minimum 3 grades.
    (ii) Pre-Engineering Group: Five subjects (including English, Physics, Chemistry, Mathematics and one overall best subject in grades) with minimum 3 grades.
    (iii) General Science Group: Five subjects including English, Physics, Mathematics and Computer and one overall best subject in grades) minimum 3 grades.
    (iv) Humanities group: Five subjects including English and Four elective subjects with minimum 3 grades.
    Note:All Pakistani nationals appearing from examinations from Pakistan shall have to pass Urdu, Islamiyat and Pakistan studies along with other required subjects to qualify for equivalence.
    Conversion of MYP into Secondary School Equivalent Certificate:
    i) For conversion into SSC equivalent marks (grades of all five subjects will be calculated for conversion into Pakistani marks.
    ii) To qualify for Science group. Physics, Chemistry, Mathematics and Biology/Computer Science are pre-requisite.
    Conversion of IB Diploma into Higher Secondary School Equivalent Certificate:
    i) Pre-Medical: Five subjects of IB including English, Physics, Chemistry, Biology and one overall best academic subject.
    ii) Pre-Engineering. Five subjects of IB including English, Physics, Chemistry, Mathematics and one overall best academic Subject.
    iii) Humanities/General Group. Five subjects including English and Four Elective subjects.
    Note: IB Certificate/Diploma (DP) Course is not equivalent to HSSC (Relevant Group).

  • Fsc stands for Faculty of Science. Most of the people are are confused with Fsc abbreviation. Some think that it the abbreviation of fundamental of science but this is wrong. Fsc stands for Faculty of Science and FA stands for Faculty of Arts.

  • Diplomas are similar to certificates, and they're often awarded through community or technical schools.

  • Q. What is attestation?
  • An attestation is a declaration by a witness that an instrument has been executed in his or her presence according to the formalities required by law. It is not the same as an Acknowledgment, a statement by the maker of a document that verifies its authenticity.

  • Q. How can I attest my Matric (SSC)/Intermediate (HSSC) certificate (sanad)?
  • Step 1: Remove plastic coating before depositing certificates for attestation.
    Step 2: First verify certificates from the issuing boards.
    Step 3: Fill up online or paper Application Form for Attestation
    Step 4: Deposit prescribed attestation fee in National Bank of Pakistan.

  • Requirements for Attestation of School Leaving Certificate by IBCC are as under.
    o Progress report Result Card issued by the school concerned.
    o School Leaving Certificate duly attested by EDO (Edu)/DEO/Concerned Directorate of Education.
    o Copy of School Registration as (Evidence of Registration).
    o Copy (Register Page) of Admission withdrawal.
    Process of attestation of school leaving certificate.
    Step 1: Remove plastic coating before depositing certificates for attestation.
    Step 2: Complete all the above requirements.
    Step 3: Fill up online or paper Application Form for Attestation.
    Step 4: Deposit prescribed attestation fee in any National Bank of Pakistan.
    Step 5: Visit IBCC for the certificate you want to attest on given appointment time.

  • Q. Does the IBCC seal documents for Foreign Evaluation Agencies e.g. WES, ICAS, etc.?
  • Yes, only the IBCC attested documents are sealed on the request of applicant and handed over to the applicant for onward submission to the relevant agency.

  • Q. I have lost my diploma/certificate attested from IBCC. What should I do for the attestation of my duplicate diploma?
  • Please, provide the original FIR/affidavit along with the newspaper showing the announcement of lost diploma. The duplicate diploma/transcript must reflect the word 'Duplicate' on the face of original document. The attestation case of Duplicate diploma/transcript is only processed if the diploma holder presents documents by him/her-self or through his/her real blood relation nominee.

  • Please select relevant qualification e.g. SSC/HSSC and then select the awarding body as IBCC and in program select title as O-level or A-level Equivalence Certificate.

  • Yes, the IBCC Regional offices at Lahore, Peshawar, Karachi, Bahawalpur and Quetta, provide full attestation services.

  • Applicant has to provide/submit the original IBCC Attestation Ticket pasted on the back side of diploma/transcript already attested by IBCC. Moreover, the revised diploma/transcript must reflect the word 'Revised' on the face of original document. The attestation case of revised diploma/transcript is processed only if the diploma holder presents documents by him/her-self or through his/her real blood relation nominee.

  • Q. Does IBCC attest Degree?
  • No, Bachelor Degrees and onward higher education degrees are attested by the Higher Education Commission (HEC).

  • Q. Does IBCC attest laminated diploma/transcripts?
  • No, the applicants are advised to remove lamination from the diploma/transcripts and then apply for attestation.

  • Q. Does IBCC attest transcripts for incomplete studies?
  • Yes, transcripts for incomplete studies signed by the Controller of Exams of the respective Board are attested, provided that is clearly mentioned on the transcript.

  • Q. Is it necessary for the applicant to come in person for attestation?
  • No, it is not necessary for the Diploma/certificate holder to come in person. He/she can get diploma/certificate attested through his/her blood relations or through authorized person by giving authority letter to him/ her but the authority letter should be signed by the applicant himself and duly attested by class-1 Gazetted Officer.

  • Q. How much time does IBCC take for attestation of documents?
  • Diploma/transcripts if presented in person at IBCC Islamabad are attested in 24 hours and issued on next day (on scheduled date). However, it takes 3 working days at Regional offices of IBCC. IBCC has introduced new online service for documents attestation, the documents get attested on same day of appointment.

  • Q. Does IBCC attest foreign certificates/Diploma?
  • No, foreign certificates/Diploma are not attested by the IBCC. However, the IBCC determines their equivalence and equivalence certificate can be attested by IBCC if requested by the applicant.

  • Q. Does IBCC attest "Bonafide Student Certificates" or "To Whom It May Concern" certifi-cates issued by the institutes?

  • Please, personally visit the IBCC Islamabad office for Post Attestation Correction along with all Original documents as well as CNIC.

  • Q. Embassy is asking for re-verification of already attested certificate. What should I do?
  • IBCC online attestation is for life time. So, there is no need for re-verification. However, if the certificates were attested before online system and attestation official has been changed meanwhile, then IBCC re-attest those certificates on submission of prescribed fee and subject to fulfillment of requirements.

  • Q. I have forgotten my password of IBCC account as well as password of e-mail account entered in IBCC profile.
  • In Attestation online portal, there is a link for "forgot password", click on it, enter your email and submit. Reset link will be sent to your email, from where you can change your password.

  • Q. How is CNIC number entered in the online application form?
  • Enter only digits part of CNIC e.g. CNIC No. 17301-1667936-8 will be entered as 1730116679368.

  • Q. I have wrongly entered my educational details. What should I do for its modification before attestation?
  • Applicant can modify/update information by signing-in the IBCC attestation profile before booking of appointment.
